NCS announces CEO transition as Sam Liew succeeds Ng Kuo Pin

NCS has announced that its Chief Executive Officer, Ng Kuo Pin, will step down from his role on April 1, 2026. The company’s Deputy CEO and head of the Government Strategic Business Group, Sam Liew, has been named CEO-designate and will assume leadership at that time.

Ng Kuo Pin led NCS for seven years, overseeing a period of significant transformation. During his tenure, NCS expanded its presence across the Asia Pacific region and diversified beyond its traditional government-focused business. Investments in cloud technology, data platforms, and digital services were accelerated under his guidance.

“Leading NCS has been one of the greatest honours of my career. I am immensely proud of how far we have come – the transformation we initiated, the impact we generated, and the vision we made happen. After seven years of expansion, and as NCS enters its next chapter, I believe now is the right time to pass on the baton. I have every confidence that Sam will take NCS to greater heights. NCS is well positioned for the future, and I remain deeply committed to its continued success,” said Ng.

Lim Swee Say, Chairman of NCS, commented on Ng’s contributions: “NCS went through significant transformation under Kuo Pin’s leadership. He broadened its business footprint and deepened its capabilities, and we thank him for his valuable contributions. We have every confidence that Sam will continue to build on that legacy and take NCS to the next level as it deepens its focus on AI-driven innovation.”

Yuen Kuan Moon, Singtel Group CEO, added: “Kuo Pin’s stewardship saw NCS emerge as a key growth engine of the Singtel Group. From our strategic reset in 2021 through our Singtel28 growth plan, Kuo Pin has scaled the business from S$1.8 billion to S$3 billion in revenue, supported by strong earnings performance and operational excellence. We thank him for his leadership and wish him all the best in his future endeavours. We look forward to a smooth transition to CEO-designate Sam Liew who has an equally strong handle on NCS’ workings and its growth trajectory.”

Ng will work with Liew over a three-month transition period.

Sam Liew joined NCS in July 2021 where he led efforts using data analytics and artificial intelligence across global operations. He currently heads Gov+, focusing on digital solutions for public sector clients in Asia Pacific seeking smart city transformations.

Before joining NCS, Liew held senior roles at GIC’s technology group—where he was involved in management committees—and at Accenture’s ASEAN Technology business leading regional technology initiatives across Asia Pacific.

Liew also holds board positions at several educational institutions including Gardens by the Bay Board; Institute of Technical Education; Singapore Management University’s School of Computing; Singapore Polytechnic’s School of Computing; Singapore IT Standards Committee; he is also immediate Past President (and Fellow) at Singapore Computer Society.
