Singtel, in collaboration with Enterprise Singapore (EnterpriseSG) and the Infocomm Media Development Authority (IMDA), has launched the Singtel Cyber Protect Programme to enhance cybersecurity for small and medium-sized enterprises (SMEs) in Singapore. The announcement was made by Senior Minister of State for Digital Development and Information, Tan Kiat How, at the SMEs Go Digital Day 2025, aligning with the Digital Enterprise Blueprint introduced in May 2024.
A 2023 study by the Cyber Security Agency of Singapore indicated that more than 40% of surveyed companies experienced cybersecurity incidents multiple times annually, with 5% facing attacks several times daily. Despite this, many businesses have implemented only about 70% of recommended security controls, leaving SMEs particularly vulnerable. Three out of five ransomware attacks in Singapore are estimated to target SMEs.
The two-year Singtel Cyber Protect Programme aims to help SMEs identify cyber risks, improve cyber hygiene, and strengthen their security posture. It also seeks to support Singapore’s digital competitiveness by enabling SMEs to innovate securely and upskill their workforce. Under the programme, 49,000 SMEs will receive a year of complimentary Mobile Protect and Broadband Security services, which offer network-level protection for mobile devices and broadband connections along with personalized threat reports. The initiative also includes practical cybersecurity workshops. The first year is fully subsidized by Singtel, EnterpriseSG, and IMDA, while Singtel will provide up to a 50% discount for second-year renewals.

To participate in the programme starting from November 1, 2025, eligible SMEs must be registered in Singapore with at least 30% local shareholding by citizens or permanent residents; have annual sales turnover not exceeding S$100 million or fewer than 200 employees.
According to IMDA data nearly all (95%) of Singapore’s SMEs use at least one digital solution—94.6% have adopted technologies across key domains including cybersecurity—yet most cybersecurity spending still comes from larger firms. Programmes like this aim to close that gap so smaller companies can benefit from better protection.
Singtel also offers other initiatives supporting SME development: Cyber Elevate provides subsidized training for managing cyber incidents; SPEED focuses on helping SMEs decarbonize through technology; TikTok Masterclass assists companies in building their brand presence online.
