The First Party Congress of the Government Party Committee for the 2025–2030 term concluded after two days, during which delegates reviewed achievements from the previous term and set out new goals and solutions for the coming years. The Congress evaluated the work of the Executive Board during 2020–2025 and contributed to draft documents that will be submitted to the upcoming 14th National Party Congress.

The Congress approved both a Political Report and a Self-Assessment Report, highlighting progress in Party building. The reports emphasized that this work was key to fostering trust, driving reform, and ensuring effective leadership over socio-economic development. Innovations in personnel management, strengthening ideological foundations, and promoting study of Ho Chi Minh’s principles were noted as priorities.

During this period, the Government Party Committee followed guidelines from higher Party bodies. It led efforts to implement strategic breakthroughs, key tasks, and solution groups identified in resolutions from the 13th National Party Congress. Despite facing more challenges than advantages, it met most socio-economic targets for 2021–2025.

Delegates engaged in discussions on draft documents. All 51 subordinate Party Committees provided written feedback with over 110,000 opinions—most expressing agreement while some offered suggestions.

General Secretary To Lam delivered a directive speech at the event. Delegations from various sectors attended, including representatives from Vietcombank. Photographs were taken with senior leaders such as Prime Minister Phạm Minh Chính and other government officials.

The Congress also adopted a consolidated report on opinions regarding documents for submission to the 14th National Party Congress. The resolution outlined six major task groups: implementing strategic breakthroughs; prioritizing growth alongside economic stability; developing both state-owned and private economies; advancing cultural industries and healthcare; addressing climate change and environmental issues; and modernizing national defense capabilities.

One specific goal is for Vietnam’s digital economy to reach at least 30 percent of GDP by 2030. The committee also aims to keep public debt within permitted limits while supporting both state-owned enterprises as guiding forces and private businesses as key drivers of growth. Efforts will continue to resolve project bottlenecks to free up resources for development.

Environmental protection remains a focus area, particularly reducing pollution in major cities like Hà Nội and Hồ Chí Minh City. In addition, there are plans to further develop autonomous defense industries capable of handling high-tech threats.

The Government Party Committee reaffirmed its commitment to carrying out these tasks effectively, aiming to help achieve national strategic objectives during this new phase.

A total of 35 automatic delegates from subordinate committees will attend the upcoming National Party Congress. At closing, it was announced that Nguyễn Thanh Tùng—Secretary of Vietcombank’s Party Committee—will serve as an official delegate among others representing the Government Party Committee at this important event.

According to organizers, “Solidarity and discipline – Democracy and innovation – Breakthrough development – Close to the people, for the people,” is the guiding motto for this term’s leadership activities.
