Vingroup has signed a Memorandum of Understanding (MoU) with the Government of Telangana for a planned investment of $3 billion. The agreement was formalized at the Telangana Rising Global Summit and will be implemented in phases to develop a multi-sector ecosystem in the state.
The collaboration between Vingroup and Telangana will focus on areas such as smart urban development, electric mobility solutions, healthcare, education, tourism, renewable energy, charging infrastructure over about 2,500 hectares in Telangana, as well as electric taxi services. The overall aim is to support the state’s socio-economic growth and long-term development goals.
As part of its electric mobility plans, Vingroup intends to introduce India’s first large-scale electric taxi fleet and a mobility-as-a-service platform using VinFast vehicles through GSM. The company may also consider future opportunities related to electric vehicle manufacturing in India.
For urban development, Vingroup plans to create the Vinhomes Smart City mega urban area for around 200,000 residents on a 1,080-hectare site. This project is expected to generate about 10,000 jobs and will include various residential options and international-standard amenities while adhering to sustainable planning principles.
In terms of social infrastructure, the group aims to establish facilities over approximately 70 hectares. These include an integrated K-12 education system by Vinschool, Vinmec multi-specialty hospitals meeting international standards, and the V-Green electric vehicle charging network.
Tourism initiatives are set to be developed through VinWonders with an integrated complex that includes a theme park, zoo, and safari across roughly 350 hectares. This is intended to boost Telangana’s tourism sector and provide employment opportunities.
In renewable energy efforts led by VinEnergo, Vingroup proposes investing in a 500 MW solar farm covering about 500 hectares. This facility would supply green electricity for urban areas and industrial zones while supporting electrified transport systems.
Additionally, Vingroup has expressed interest in developing strategic connectivity infrastructure within the region to strengthen linkages and enable further spatial development.
The Government of Telangana has pledged support in identifying land for each project component as well as facilitating administrative procedures and assisting with necessary connecting infrastructure. The government will also consider policy incentives relevant for these projects.
Sri A. Revanth Reddy, Chief Minister of Telangana said: “The USD 3 billion investment by Vingroup is a massive vote of confidence in the ‘Telangana Rising’ vision, particularly our focus on sustainable urban development and green infrastructure. This is more than capital; it’s a partnership to build a futuristic, net-zero city and introduce India’s first large-scale electric taxi fleet, directly improving the quality of life for our citizens. Our government guarantees accelerated execution to ensure this global vision becomes a local reality.”
Sri D. Sridhar Babu, Industries Minister of Telangana stated: “Vingroups multi-sectoral commitment, spanning smart cities, solar power, and advanced social infrastructure like hospitals and schools, demonstrates the stability and breadth of Telangana’s industrial policy. We are committed to translating this significant capital inflow into local opportunity, positioning Telangana as the gateway for Vietnamese and South-East Asian investment into Indias fastest-growing economy.”
Mr. Sanjay Kumar from the Government of Telangana commented: “We welcome Vingroup’s presence in Telangana and recognize the achievements the Group has made in Vietnam… With the Group’s extensive expertise… we believe that this cooperation will mark an important step forward in shaping a modern and sustainable urban landscape…”
